"Digital economy" has risen in price: from the budget it is necessary to allocate 2 trillion rubles
On Monday, the participants of the meeting of the Presidium for Strategic Development and the National Project considered the draft passport of the national program "Digital Economy". According to the Minister of Digital Development, Communications and Mass Communications Konstantin Noskov, and the whole project is approved, about what reported "Vedomosti". He also added that for the implementation of the program in the budget it is planned to lay about 2 trillion rubles.
As it turned out, this is only the amount that for 2018-2024. must spend the federal budget. The total cost of the project is 3.5 trillion rubles. At the moment, it is found 820 billion, this money is provided for informatization of state bodies. It means that the funds will be used to organize the workplaces of the employees of ministries and departments, ensure their communication, develop their own IT systems and support the state information systems (GIS).
It is indicated that the amount of expenditures from the budget included money for the development of the Mir system and identification systems - about 110 billion rubles are allocated for these items. Another 1.5 trillion rubles officials are going to draw from the business.
It should be noted that in August this year, the total cost of the budget was announced lower - about 1.2 trillion rubles. For a month, a re-evaluation of the digital state program was carried out, namely, the creation of IT technologies for the civil service and control and supervisory activities. In the budget, the increase was raised from 233 billion to 1.1 trillion rubles. In addition, the budget expenditures for "digital technologies and projects" have doubled, up to 288 billion rubles.
The increase is due to the fact that part of the measures for the development of the information infrastructure had to be postponed. So, according to the project, budgetary (up to 465 billion rubles) and extra-budgetary expenses (up to 300 billion rubles) fell on infrastructure.
However, for the development of digital technologies, business representatives will have to spend more than previously expected - up to 1.2 trillion rubles. These costs relate to such an important article as the development of financial instruments that involve large corporations in innovation activities. In particular, until mid-201? it is planned to approve the rules for granting subsidies to VEB's banks and structures for concessional lending to digital projects.
The program "Digital Economy" was approved by the government in the summer of 2017. At the end of 2017 - early 201? the action plans of the program were immediately approved in five directions. The total budget of the program at that time was about 500 billion rubles, which it was planned to master until 2020. The most expensive was the already mentioned direction "Information infrastructure" - it was going to spend about 436 billion rubles, of which 100 billion was planned to be drawn from the state budget.
The founders of the ANO Digital Economy are the government, the Agency for Strategic Initiatives, Rostelecom, Rostek, Sberbank, MTS, MegaFon, VimpelCom, Yandex, etc. This organization coordinates the activities of the working groups and competence centers in the areas programs.
In May, according to the decree of Vladimir Putin, this program was transformed into a national one, with simultaneous turning of directions into federal projects. The national program should include federal projects "Regulatory Regulation", "Information Infrastructure", "Personnel and Education", "Information Security", "Digital Technologies" and "Digital Governance".
"Digital economy" should be submitted by the government to the Presidential Council for Strategic Development and priority projects until October 1. The program is designed for active participation of regions in financing of digital economy projects. To monitor the implementation of the project for the regions, KPI is currently being developed to invest in the digital economy.
